Certainly not. That's why the BU should ask for help before he makes a decision. Once he gets more information from his partner, the BU makes the call. This isn't a situation where play stops, the umpires confer, and then a decision is made. It is done right on the spot.

BU: "Was his foot on the base?"

PU: "No, it was not."

BU: "Safe."

Oh, and this is not my mechanic.
