I don't take that as meaning we have to make sure every player knows, but rather that the signal/verbalization/however you handle it is made in a way and at a time that everyone has the opportunity to know.
Essentially, don't say it to the thrower and then not indicate it once everyone is out of the huddle.
My procedure is similar to several above - I give a signal and verbalize "spot" or "can run the endline" right before my whistle and administering the throw-in.
