Couldn't go unsporting as it involved contact.

With the game being physical, I felt it probably warranted a whistle, because it could have very easily lead to a retaliation, but didn't blow one as I couldn't think of any actual rule he broke.

Any help would be appreciated.

Why are you still talking to post players about rough play in the second quarter? If they have not got the message after no more than two times it is time to start putting air in the whistle. Better to have even a DPF early in the first quarter if it is warranted than to have that nonsense still going on in the second quarter.
