FWIW....
The text of the document regarding the 2012-2013 NCAA rule changes in the OP is, for whatever reason, is a little "messy" in some spots. In some instances it is not the same text that ultimately ended up in the 2012-2013 NCAA rule book....which may account for some of the head scratching on our part as we read the thread.
Two examples.....
3.2.2, (and Mike already mentioned that perhaps there was some punctuation missing).....in the book it reads....."a minimum of 12 game softballs"......
12.20 EFFECT as it reads in the OP came out as a combination of the EFFECT for 12.20.1 and 12.20.2......in the book each rule has its own effect.
I'm sure there are some others.
