If one read the NFHS Basketball Handbook, one will see that there is a reference to an editorial change made in the 1963-64 Rules Book that the provision that allowed an official to stop the game or prevent a Dead ball from becoming a Live ball so that a player could tie his shoe had been removed. The reason for the removal was that officials were not longer to do it. When the NBCUSC split into the NFHS and NCAA Rules Committees this rules change carried over into the two new rules sets.
