I used to do this during "garbage time" to get some "benchwarmers" in at the end of the game, with the clock winding down. A few years ago, a veteran official told me get rid of the theatrics and to just sound my whistle and get them into the game.

Many decades ago, on many occassions, that was me kneeling in the front of the table, anxiously waiting to get into the game, to only have the clock run down without me getting in the game.
