In MT and with the college stuff we do it for free so there isn't a cost aspect to worry about for the High schools. the schools here really are missing out on an opportunity to have a mini rules clinic (at least an explanation of the new rules and points of emphasis) prior to the season when there are no do-overs. It is up to the school but most schools pay for scrimmages around here. That was not always the case, but I think it affects who comes to work their scrimmage.
