NCAA mechanics for a first down gained inbounds

I tried to find the answer on my own, but I was unable to find a CCA manual online. If anyone could check my understanding of the mechanic here, I'd be most grateful.

A1 carries the ball and is downed beyond the first-down marker. Is the proper procedure for the covering official to first signal the play dead, run to the "line" on the sideline even with the correct spot, then, once he's confirmed that the play does result in a first down, to give the stop-clock signal? Or should he give the stop-clock signal immediately following the play being blown dead, even if he has not yet reached a line even with the proper spot?
