Sure, if s/he's moving to try for goal. And, in practice, that phrase (or whatever the actual rule book phrase is) is interpreted broadly -- almost any attempt to look at the basket or fake a defender will be viewed as moving to try. Of course, if the player then passes the ball s/he needs to immediatley move out of the lane or risk a violation.
