I always found it funny that the courtesy runner rule is invoked as a way to speed up the game, but after a strike out the coach demands his team throw the ball around and waste time in celebration.

The courtesy runner rules are listed in the rule book following section 10, under the title Suggested Speed Up Rules. You should find all the answers to your questions, and the coach's, there. Good luck.
