when I played little league, it was always on deck circle behind the batter. We played on a combo softball/60' baseball field (mound was removable), still had infield grass but the backstop dimensions were all softball, so for safety reasons, we had to modify the on deck rule. Our area only had space for one field, so the only way they could make it work for 10 year old baseball and softball was to build a combo field.
