Opening Tip - Violation?

Was watching a boys HS summer league game. Opening tip, A1 tips the ball. It bounces a few feet away, and A1 is the first one to reach it. He immediately starts dribbling the ball (i.e., he doesn't gain possession before starting the dribble). I thought it would blown dead as a violation, but the referees let play continue.

After the game I took a look at my rule book. I see, and I'm paraphrasing from memory since I don't have the rule book with me:

1) The "tipper" can't touch the ball more than twice.
2) The "tipper" can't catch the ball.

As I recall, I couldn't see anything specific that prevented A1 from dribbling the ball, unless his second dribble would've constituted a third touch.

I seek enlightenment.
