There is no rule that addresses this situation at all that I am aware of. In my state the Head Coach must come to the pre-game meeting, but that does not mean that it is only the coach that shows up is the HC. Actually we are to write up that HC if they do not come to the meeting, but nothing that says this is a declaration of some kind. I would keep it simple. Only one of these individuals are going to get the privileges as the HC so whatever they tell me that is what I am going with, unless there is a policy in place to change that stance.
