While I'm not nearly as versed in the NBA rules as others, I think this only applies if they have a foot in place when they are on the floor....essentially already having a pivot foot. They can rise as long as they maintain that foot as a pivot foot. I don't think they can get up if they are lying on their back/belly/side, only if they're kneeling.
Also, they can fall while holding the ball without traveling.
