I'm not 100% sure, but I think TO's used to be 60 secs, and now they're actually 75 secs. so the warning buzzer comes after a minute, and then right after the second buzzer the ball is supposed to go into play. The idea, I believe, was to give the team a full 60, and then get the ball back in play as quickly as possible.
Which, of course, never happened. Which, of course, shouldn't be surprising, because as Mick said, teams never bust their butt to get back out anyway.
