In NY, we rule under state organization rules, which are ASA rules, with certain modifications (like unreported substitutes are no penalty). I have received a rule book each year through my affiliation with ASA and PONY, but I have never recieved a case book, and I've been doing this since 2003. Who am I to ask? My ASA assignor? High school ball doesn't use NFHS rules in NY, so it's senseless for me to get NFHS materials.
