Throw-in at the spot nearest the foul, not at half-court!
All personal fouls that lead to a throw-in are done at the designated spot nearest to where the foul occurred. Most technical fouls are handled by resuming at POI. There are some exceptions, which I won't go into unless someone asks. Here's the rule reference:
Rule 10, Section 21. Personal-Foul Penalties
Art. 2. The offended player shall be awarded free throw(s) as follows:
b. Two free throws for:
2. An intentional personal or flagrant personal foul (women: flagrant
foul) and the ball awarded at the designated spot nearest
to where the foul occurred.
c. Three free throws for:
A personal foul against a player who attempts a three-point field
goal and whose try is unsuccessful. When the personal foul is
intentional or flagrant, the ball also shall be awarded to the
offended team at the designated spot nearest to where the foul
occurred.
