Absolutely agree.
Having had a football player who was being recruited by a couple of colleges, I tried to read up on some of the recruiting rules - just to make sure the kid didn't get into any trouble.
What a bunch of convoluted crap. There are inconsistencies and downright contradictions all over the place in those stupid rules. A strict reading of the rules would almost make it impossible for a college coach to even look at a HS player.
