Technical for Wrong Shooter

4th - 6th grade basketball game, two man crew.

White 15 gets fouled on the shot and will get 2 shots. Somehow though White 13 ends up on the line. He attempts 1 shot then the official (a HS official) comes in with a Player Technical on White 13 for attempting 1 free throw that was suppose to be for White 15.

Now here is my question: Given that the rulebook does addess this it clearly states "knowingly" for it resulting in a Player Technical.

Would it be better to take the path of least resistance and just apply the Correctable Error rule and give White 15 his orginial 2 shots and cancel the 1 made by White 13???
