Do you mean they are still in the locker room (or whatever serves as that)? Start a 1:00 clock and issue a T if they aren't back by the time the clock expires (assuming someone notified them of the time at 3:00 as required).
Or, do you mean they are at the bench area, but don't come on to the floor ready to play? Use the resumption-of-play procedure.
