I think you'll find that this ISN'T Jim Evans'
Official Baseball Rules Annotated that Roland is talking about. It is instead a copy of the bound Academy notes that each paying participant receives. That is NOT the full rule book with annotations, history, professional interpretations, etc. I have access to both and there are very big differences between the two.
That said, I too would like my own copy of the course notes from the academy.
I think you'll find that the republication of the
Official Baseball Rules Annotated has been put on hold for two (2) reasons:
1. I believe Mr Evans is still in litigation/negotiation over his dismissal/resignation from MLB
2. I understand Mr Evans was invited to rewrite the OBR for MLB by 2001, and there would be little point to publishing the Annotated version until the new rules are settled.
Either way, I don't think the 2001 deadline will be met.
It is also my understanding that MLB has nominated (privately) who they want to be solely responsible for the training of MLB umpires. I don't know if this is Mr Evans or not. The possibilities here are enormous, though. MLB might be able to end not only Mr Evans' MLB career but devalue or terminate his business as well! At the same time they have offered him, IMHO, a view of the alternative position. That alternative would be to give up on coming back into MLB baseball as an active umpire, and get to be the sole MLB trainer/authority and the world renowned author of the first major rules rewrite since 1950!
Of course these scenarios are entirely speculation on my part. Nothing more.
