This is a common misconception. IAABO is a training organization, period. IAABO is not a rule-making organization or an assigning authority. (In some areas -- in CT, for example -- the local school district allows the IAABO board to pick its own assignor.) In my neck of the woods, each scholastic conference or AAU tournament or youth league chooses its own assignors. The assignor is free to use whomever he/she wants, although our IAABO board obviously lobbies for assignors to use officials from our board.
