Hmmmmm.....I thought that local IAABO Boards were responsible for assigning all games played in their jurisdiction. If so, I'm kinda wondering too why they'd assign the games that way.
You do realize who the rules interpreter of that particular board is, don't you? A long time esteemed member here. Methinks I'll ask him about this...if you haven't already.
