Super-majority voting requirements are put in by-laws for one reason only: to preserve the status quo for as long as possible, especially in the face of waning support. Typically, and ironically, those by-laws pass with only a simple-majority requirement.
If the NFHS wants to justify its position, it ought to do so with an explanation other than one that flies in the face of reality.
