Inbound spot

Saw this play tonight and I'm not sure how I'd administer it. NCAA-Men.

1.9 seconds left in first half. Team A is inbounding the ball at the far end line (underneath team B's basket). A1 heaves the ball to the other end of the floor where it hits the side of the board and goes out of bounds (near team A's basket end line).

The ball is brought back and inbounded by Team B, in what is their frontcourt, where they get a shot off before the buzzer.

Without my books in front of me, I'm just curious about where the ball should have been spotted. I know that it was not touched, but what about hitting the board (or for that matter, what if it had hit the floor before bouncing out of bounds)?

My first thought was bring it back and inbound, but after seeing the officials talk about it, I began to wonder if that was correct.
