After the FT's the clock should already be stopped. If there are subs at the table after the FT is made and before the throwin team has the ball at their disposal, ALL subs may come in even if there is not one for the shooter.

When the ball becomes dead (made FT in this case) and the clock is stopped, subs may come in. The only exceptions are before the 1st of 2 FTs or the 1st/2nd of 3 where they wait until just before the last FT.
