Every 2nd, 3rd, and 4th quarter starts on the baseline with an undesignated spot throw-in. All throw-ins, as a result of the ball going out of bounds on the basline, are administered at the spot where the ball went out of bounds on the baseline. Most fouls and violations will go to the nearest spot out of bounds but no closer to the baseline than the free throw line extended (there are a couple fouls/violations that go to the FTLE automatically).

Timeouts go to the nearest spot on the side, not necessarily at the 28 foot mark in the frontcourt. Now if a team calls a timeout and is by rule able to advance the ball to the frontcourt, then it'll go to the 28 foot mark.
