I understand where youre coming from but what are youth mechanics? 
 
In my association we use the same mechanics for youth as  we  do for high school 
 
3 man  
4 man  
5 man  
6 man 
 
The associations I belong to you don't get on a high school field till you had at least 3 years on the grass with youth leagues. 
 
Our youth league covers  6 leagues from 55lbs to 145lbs, we also cover CYO grade school football  jv(5th & 6th Grade) V  (7th & 8th Grade) so I guess  we  do have a high surplus of officials.  
 
I belong to 4 associations   Youth League(ARCO), Phila public league, Central board(catholic league) and PIAA none of these associations assign youth league except for ARCO and all but the PIAA want you to have 3 years on the grass before you join their association.Public league  you have to have 3 years at youth level to get started on JV games, Central Board you need 3 years of youth and 4 years at the Freshman, JV level before you get a Varisty Catholic League Game. PIAA you join a chapter(mosty of people you know from your youth league and other associations) and hope to get 1 Varsity game your first year(PIAA will start tyou out with grade school and middle school games if  you never officiated before). After that  you may luck out and get on a crew. This coming year Phila Public League is joining the PIAA(state ran league). 
 
 
I guess I didn't know that some areas don't have many officials and need to fill games  with new 1st year officials.
