The official is odd because he's not using NFHS approved and accepted signalling.
The "thumbs up" signal ...#3 of approved NFHS signals in the rule book...is captioned "stop clock for jump/held ball". He's telling you to signal to stop the clock
twice iow.
All foul signals should be preceded by signal #5- "stop clock for fouls".
