I think what Mike is saying is that it is feasible for a fair ball to hit a runner in contact with the bag over foul territory. Those times would be a definitive minority, but it can happen.
I think that is one of the reasons the rule book mentions the status of the ball prior to introducing the contact or scenario-determining event.
