2. Yes. Why would you think it couldn't? The ball is dead before it is at the disposal of the shooter. Even if the shooter has the ball, his team may legally request a timeout.

Mark, my partner is a very experienced Ref and said "we goofed by allowing the TO". I called the TO based on what you stated. Thanks!!
