1. If you screw up and neither one of you was on the shooter when the shot was taken, call it a two. Unless you have definite knowledge of it being a three, it wasn't. Then - learn from your mistake.

2. Yes. Why would you think it couldn't? The ball is dead before it is at the disposal of the shooter. Even if the shooter has the ball, his team may legally request a timeout.
