(I froze the DVR: just before the point of release, the elbow was crooked outwards close to 45º, then at the point of release her arm seemed to be crooked outwards about 25º-30º at the elbow and after the pitch her follow through carried her arm in front of her body.)
I watched for about 2 innings and she seemed to do it on every pitch. I didn't see it called and I can only assume it was allowed all year by the NCAA officials.

I believe they called her illegal in the first game for leaping and unless she is basically pitching sidearm, don't think she is going to be call for the wrist being to the outside.
