Book mechanic in ASA, NFHS, and NCAA is that this is the plate umpire's call. And, it should bem because 1) base umpire should break inside to get a better distance and/or angle for the front end at first, 2) plate umpire has built in perfect 90 for the play, and 3) there is no reason why plate umpire shouldn't take this call.

There is no legitimate reason to pregame this as an exception, either. Just the poor habits of bad umpires, willing to give a half-a$$ effort on the front end to justify not moving to have a "better" angle on the play they shouldn't even be calling.
