I ran a local tournament in the area where I reside for two years - 2002 and 2003 - as a layperson. Rather enjoyed it. A lot of work. Reason I mention it is because the first piece of advice I got was the same as grunewar offered: hire good referees and pay them well.

It was during that tournament that I realized a good friend from college was heavily involved in officiating. He offered to assemble my team of officials. Through planning it out with him, I became very interested in pursuing my own career as an official and joined the state association the following season.
