He says that part of 7.10 applies to any appeal. I say not, especially since it says, "Any appeal under this rule". And, Rule 6.07 says nothing about the defense leaving the field.

You would be correct.

MLBUM 3.2 states that the appeal must occur before the first pitch to the next batter of either team, or play or attempted play. If 7.10 held, then the first part of that sentence would be moot.
