I assume you mean "flagrant PERSONAL" v. "flagrant Technical." There's no such animal as "flagrant foul" (without the P or T adjective added).
For a FP, as with all P fouls, the player fouled must shoot the FTs (if able), and the ball is inbounded at the spot of the foul.
For a FT, any player (or eligible team member) may shoot, and the ball is inbounded at the division line opposite the table.
