A "T" is not just another foul. JMO. You get 5 fouls, but if the first 2 are "T's" you don't get the last 3. If you get 2 "T's" in one game you get to sit for 2 more games, player or coach.
"T's" are special. I have several referees in my association that have never given one. They consider themselves to be patient and understanding.....

External consequences are irrelevant to us. From the official's point of view calling a T is just like calling any other foul. If it's there, you call it, but we don't go looking for them.
And it's absurd for an official to set a goal regarding how few T's he will call during a season. Now goals to be a better communicator with coaches, to better sense when trouble is brewing and head it off, those are worthy goals.
