Adams needs to strive to get all of the conferences to let him hire/select their officiating supervisors. If the supervisor of each conference must answer to Adams with his job on the line, then Adams will have real power and the ability to put his message into effect on the court.
Right now the writer of the article and Adams correctly note that he has only one small carrot with which to coax officials. It simply isn't enough and the independent set up of the multiple conferences is the reason that college basketball officiating lacks any consistency from coast to coast.
