Exception 1 of that rule specifically states that "State associations may on an individual basis allow a player to participate while wearing a head covering if it meets the following criteria:" Section(b) states that a state association may approve headwear for religious reasons. The IHSAA has followed the explicit instructions contained in this RULE!

Your above statement that this is not stated in the NF rulebook and the NF will not allow headwear is completely wrong!

Btw, R5-2 has to do with scoring.
