Mark, when game tapes were viewed on these calls, it was seen officials were actually missing the players already being OOB by stepping on or over the line before jumping. Apparently officials were concentrating on the ball and the player in the air, rather than where they were before the jump. The new rule forces the official to look at the player's feet to determine if they were still on the ground at the time of the request, and thus if they are still inbounds.

Yes, I know it goes against the principle of a player being able to request a TO while in control of the ball. But apparently they felt the number of missed OOB calls warranted a change in this particular area.
