Actually, the NFHS does administer the exams. Oregon takes it through the NFHS (
NFHS Exam System. The official test site for High School Sports!). You can open and take any sport's exam. I took the soccer exam just for kicks (got a score in the mid-70, IIRC, having never opened the NFHS soccer book).
The NFHS reports your results to the states that you indicate. The state offices pass the info on to the associations.
