To clarify what I think referee99 is saying:

Hair control devices go around the hair only (think rubber bands for ponytails), and there are no restrictions on color.

Headbands go around some part of the head, and may only be black, white, beige, or the predominant color of the torso of the jersey. All team members must have the same color.

Pre-wrap, as I most often see it in NC, is generally used in such a way that it falls under the headband category. But if it were simply used to tie the hair, it could be a hair control device.
