At camp (a pretty good camp emphasizing pure Fed mechanics) we've been taught, for instance, the "5-4-2" on a violation. 5 fingers (the open hand) accompanying the whistle to stop the clock, 4 fingers to indicate direction of the subsequent throw-in, 2 fingers to designate spot of the throw in.
What was he signalling with one finger?

That's what I was taught the FED mechanics are. NCAA is 5-2-1.
