From the NFHS 2009 Rule Book, pg 84:
6. Banded Play Cards - These are legal if worn on the arm as they are designed; however, wearing them on the belt is illegal because it presents a safety hazard (fingers have become or been caught in them) when attached to the belt.
They have different rules than sweat bands (which must be worn at the wrist as per the same page). As long as they are on the arm, they are fine.
