What a sec, a protest isnt a "right" at all. I work many things where there are no protests allowed including many tournaments. And there are many directors even more clueless than this ump. OR another possibility is this is the way that league plays and has always played.
There is likely a "head umpire/uic", talk to them.
Or yes, confront him with the written rule, but dont do it pregame. And conront is a strong word - but address it to him.
Perhaps do it at the end of the game and do it professionally and in a nonconfrontational manner.
