In the Toronto situation, the guy threw a foul ball back into the field and could have injured someone. Nobody is expecting (but now maybe they should) a foul ball to be thrown back onto the field.
So, believe it or not, it makes the Toronto moron more of a moron than the Chicago moron.

Listen, the guy should be tossed as he violated the terms of his ticket. However...
Are Wrigley outfielders standing there watching, waiting for the ball to come back in? I don't believe they always are. A guy with his back turned (such as OF) who gets hit in the occipital lobe, dead.
I just think there are bigger fish to fry when talking about fan behavior. Similarly, if you want to rip on Canadians, there are alot better ways to do it
