Will someone please explain this?

Test question from ’97. "Prior to releasing the ball on a try, an airborne player is not an airborne shooter." The answer is TRUE.

Airborne shooter definition
ART. 1 . . . An airborne shooter is a player who has released the ball on a try for a goal or has tapped the ball and has not returned to the floor.
ART. 2 . . . The airborne shooter is considered to be in the act of shooting.

So, if one jumps and has started his motion to shoot but has not released the ball than he is not in the act of shooting????

Other than the test key being wrong what am I missing here
