Anyone that has an MLB.com account can watch this guy pitch in the archives of the 7-23-09 game vs the Tigers.
I have seen several hundreds of MLB pitchers and have not seen this since I have learned the rule (20 years ago?)
Now, my son and I have watched several games from the 1970's and it seems like nobody ever stopped...did the rule change sometime in "recent" memory?
