In the case of the Iowa shooting, drugs may have been a factor. The shooter did have an arrest for drug violations. Mental health may also have been a factor, as he was supposed to be in a mental ward or a jail cell, but the mental hospital released him without notifying the sheriff's department like they were supposed to.
